Türkiye declared it’s approach to Transboundary Water Issues at (UN) 2023 Water Conference

The United Nations (UN) 2023 Water Conference was held on March 22-24, 2023 at the UN Headquarters in New York-United States of America, hosted by the Netherlands and Tajikistan, with the participation of 188 member countries and international organizations. Considered as the Interim Review Conference on the Implementation of the “Water Decade (2018-2028)”, the UN 2023 Water Conference is the first UN conference on water in the process from the UN Water Conference held in Mar Del Plata, Argentina in 1977 to the present. .

Representatives of approximately 188 UN member States and International Organizations made speeches at the General Assembly Session, and Türkiye statement was made by our Minister Prof. Dr. Vahit KİRİŞCİ on March 23, 2023.

the following points were emphasized on transboundary waters:

Approaching the water issue from a purely humanitarian perspective,

  • Türkiye sees transboundary waters as an element of cooperation rather than conflict between riparian countries.
  • Türkiye acts with an understanding that always considers the needs of the lower riparian countries. Although our country is also severely affected by climate change, thanks to the water infrastructure projects carried out, water above the natural flow was able to be released to the lower riparian countries, as of last week, to Iraq, by forcing our means.
  • Believing that these sacrifices will serve to establish mutual trust with riparian countries, Turkey is open to constructive cooperation in this context.
  • It is thought that addressing complex water issues with the perception that they directly threaten international peace and security will harm good neighborly relations within the framework of cooperation and mutual trust.
  • Since each transboundary river basin has its own characteristics and dynamics, it is argued that issues should be dealt with only between riparian countries. It is not thought that the mediation approaches of third parties or the international coercive measures that can be taken in this regard will contribute to the common cooperation goals in transboundary waters.
